RENTRI 2025: new waste traceability register

Obligations, requirements, and compliance procedures

Starting February 13, 2025, the National Electronic Register for Waste Traceability (RENTRI) will be operational. This regulatory change is crucial for all businesses and professionals involved in waste management.

Entities required to register

Entities required to register with the RENTRI, through accreditation on the online platform for data submission, include those specified in Article 188-bis of Legislative Decree No. 152 of 2006, as last amended by Legislative Decree 213 of 2022, listed below:

1. Entities and companies that process waste;

2. Producers of hazardous waste;

3. Entities and companies that collect or transport hazardous waste professionally, or that operate as traders and brokers of hazardous waste;

4. Consortia established for the recovery and recycling of specific types of waste;

5. Entities referred to in Article 189, paragraph 3, of Legislative Decree No. 152 of April 3, 2006, concerning non-hazardous waste.

For entities referred to in point 5), the following are included:

  • Transporters of non-hazardous waste;
  • Brokers of non-hazardous waste;
  • Producers of non-hazardous waste as specified in points c), d), and g) of Article 184 of Legislative Decree 152/2006 and subsequent modifications, with more than 10 employees.


Below is the classification according to Article 184:

c) Waste produced from industrial processes other than urban waste;

d) Special waste produced from artisanal processes other than urban waste;

g) Waste from waste recovery and disposal activities, sludge produced from water purification and other water treatments, and from sewage treatment, as well as waste from smoke abatement, septic tanks, and sewer networks.

Registration Terms

From December 15, 2024, to February 13, 2025:

Operators (plants, transporters, and brokers/merchants without storage).

Producers of hazardous and non-hazardous waste with more than fifty employees.

From June 15, 2025, to August 14, 2025:

Producers of hazardous and non-hazardous waste with more than ten employees.

From December 15, 2025, to February 13, 2026:

All remaining producers of hazardous waste.

Note:

The number of employees is calculated based on the staff present on December 31 of the year prior to the reference date.

Innovations in the forms and load/unload register models

Starting February 13, 2025, it is necessary to use the new Forms and Load/Unload Register models available on the RENTRI platform.

RENTRI operational support and technical consulting services

1. Analysis of the obligations and responsibilities of companies in document management and waste traceability;

2. Illustration of the operation and structure of the REENTRI, providing a detailed overview of the regulatory requirements dictated by Ministerial Decree 59/2023;

3. Support in accessing the reserved area and registering operators on the REENTRI, in data entry, and in managing delegations.

4. Provision of instructions for completing the new models introduced with Ministerial Decree 59/2023 in compliance with the Decree D.D. 251/2023:

- Printing of paper load and unload register;

- Opening of digital load and unload register;

- Maintenance of the digital load and unload register;

- Transmission of data to RENTRI;

- Validation and issuance of FIR.
